SwimSafer Quiz: How the Theory Test Works and How to Prepare

How the SwimSafer theory quiz works in Singapore: pass mark, deadlines, CAMS steps, sample topics and how to help your child prepare without pressure.
SwimSafer Quiz: How the Theory Test Works and How to Prepare
The SwimSafer quiz is the online theory test that sits alongside your child’s practical swim assessment. Your child needs to pass both to complete a stage. The pass mark for the quiz is 90%, you can retry until you reach it, and for private assessments it must be done within 7 days after the practical test. This guide explains each step, what the questions cover and how to help your child get ready calmly.

Key takeaways
Each SwimSafer 2.0 stage has two parts: a practical assessment and an online theory quiz. Both must be passed , and the quiz needs a minimum of 90%.
For private assessments, register at least 3 weeks ahead. The quiz is then done online within 7 days after the practical assessment .
Retries are allowed, so treat the quiz as a way to learn rather than a high-stakes exam.
Type your child’s name exactly as it should appear on the e-certificate, and use an email address you check.
You can practise with our interactive SwimSafer mock quiz before the real one.

What the SwimSafer quiz is
SwimSafer is Singapore’s national programme for teaching swimming and water safety. The 2.0 version has six progressive stages : Stage 1, Stage 2, Stage 3, Bronze, Silver and Gold. Each stage takes roughly 12 hours of lesson time.
To complete a stage, your child needs two things:
A practical assessment in the pool, where the child must be assessed as competent in every skill.
An online theory quiz , which tests water-safety knowledge. The minimum passing score is 90%.
Many parents only find out about the second part after the pool test is over. The quiz is a separate, mandatory component. Passing the practical alone does not complete the stage.
The quiz is not there to catch children out. It reinforces what they learn in the water: how to wear a personal flotation device (PFD), what to do if they fall in, and how to stay safe around pools, canals and the sea.
How the quiz works step by step
Since July 2025, private SwimSafer assessments have run through the Centralised Assessment Management System, known as CAMS. Singapore Aquatics manages the platform , which handles registration, scheduling and certification. Here is the usual order of events.
1. Create an account and register
All participants need an account on the CAMS platform to register for assessments. Registration and payment must be completed at least 3 weeks before the assessment date. Book early, because a missed deadline can push your child’s test back by weeks.
2. Attend the practical assessment
Your child is assessed in the pool by an assessor. Results are normally available within 48 hours .
3. Complete the theory quiz within 7 days
The quiz becomes available after you register for the practical assessment. For private assessments, it must be completed within 7 days after the practical. Leaving it too late can put the whole stage completion at risk, so put a reminder in your phone on the day of the pool test.
4. Retrieve the e-certificate
Once both parts are passed, the certificate can be retrieved from the CAMS platform. The link goes to the email address you entered, so use one you actually check.
School-based assessments are different
If your child is assessed within an MOE school, the quiz is hosted separately at go.gov.sg/sstheory . Follow the instructions from your school’s point of contact, as this flow is separate from the private one.
Number of questions and the pass mark
The pass mark is 90%. The number of questions depends on the stage: the lower stages have 15 questions and the higher stages 20, drawn at random from a larger pool. We have not found an official page that confirms those question counts, so check the instructions on the quiz screen when you start. Either way, 90% leaves very little room for error, so a child who has not prepared may need a few tries.
That is fine. Multiple attempts are permitted until the required score is reached. A first miss is not a failure. Look at which questions went wrong, talk through the answer, then try again.
What the questions cover
The questions follow the skills in each stage. The SwimSafer 2.0 instructors’ manual sets out the stages, from Stage 1’s introduction to water skills to the personal survival and stroke refinement skills of Silver. Expect topics such as these:
Water safety around pools and open water. Where it is safe to swim, why children should not swim alone and what supervision means.
Personal flotation devices. Why and when to wear one, and how to fit it correctly.
What to do in an emergency. Calling for help, reaching for or throwing an aid instead of jumping in, and how to stay afloat while waiting.
Survival skills. Treading water, sculling and the Heat Escape Lessening Posture, known as HELP.
Stroke and technique basics in the higher stages.
The questions are mostly multiple-choice and written in plain language. Children who have paid attention during their lessons will recognise most of them.
Try a SwimSafer mock quiz first
Practice helps because the real quiz has a high pass mark and a child who meets the format for the first time may panic. We built an interactive SwimSafer mock quiz with sample questions and answers. It is a good way to see how questions are worded and to find the topics your child needs to review.
A few tips for using it:
Let your child try it alone first. Experts at ActiveSG Circle suggest children attempt the quiz independently to build their own safety awareness, with help only when needed.
When an answer is wrong, ask your child to explain why they chose it. Their reasoning often shows what they misunderstood.
Keep sessions short. Ten minutes a few days in a row works better than one long evening.
Link answers to the pool. If a question is about PFDs, ask what they did in class that week.
Avoid common mistakes on quiz day
Small errors cause most of the problems parents report. Check these before your child starts.

Sit beside your child while the details are entered, then step back for the questions themselves.
If the CAMS portal is down
The portal sometimes goes through maintenance. ActiveSG Circle has posted a notice that during one such period, assessments continued as scheduled under an offline continuity protocol, with on-site teams guiding children. If you cannot log in, check the official SwimSafer page for the latest notice and ask your swim school before panicking.
Why a 90% quiz score is only part of the picture
The quiz measures what your child knows. It does not show whether they can apply it when tired, cold or startled. That is why the practical assessment is just as important. We explain this in our article on why a 90% quiz score isn’t enough at Stage 2 .
It helps to think of progress as a steady journey. Guidance from ActiveSG Circle encourages parents to focus on gradual mastery of survival skills such as sculling, PFD use and HELP, rather than on the certificate alone.
Quiz preparation by stage
If your child is working towards a specific stage, these pages show what the practical side involves, so the quiz and the pool skills reinforce each other:
Stage 1 : confidence in the water and basic safety. Our post on fun lessons that meet the Stage 1 criteria is a good starting point.
Stage 2 and Stage 3 : building independence and deeper-water skills.
Bronze , Silver and Gold : stronger strokes and more advanced survival skills.
For a wider overview of how we teach the programme, see our guide to SwimSafer 2.0 for Singapore kids .
Our perspective: knowledge and skill belong together
We teach the SwimSafer 2.0 curriculum every week, and we see the same pattern. Children who understand why a rule exists remember it better than children who memorise answers. A child who can explain why they wear a PFD is more likely to put one on without being asked.
That is why we keep classes to a maximum of 6 students per coach. With a small group, our coaches can talk through safety ideas as they come up in the pool, so the theory is not a surprise when the quiz arrives. Our curriculum and classes are developed in-house and we do not outsource them. Our coaches are full-time, NROC and SwimSafer certified.
Our advice to parents is simple. Stay calm, let your child try the quiz themselves, and see a retry as part of learning. One foundational skill at a time, children become comfortable in the water and aware of their own safety.

Lessons that prepare your child for both parts
If your child is not yet in a structured programme, we can help. Our small group classes follow SwimSafer 2.0 and cost S$130 per month, with no registration fees or deposits. Lessons run at ActiveSG pools including Bishan, Delta, Jalan Besar and Teck Ghee.
Not sure yet? A trial lesson costs S$32.50 one-off, so your child can meet the coach and the pool first. You can also look at our children’s swimming lessons , toddler swimming lessons or fees page . If you live in the north, see our pages for Bishan Swimming Complex and Teck Ghee Swimming Complex .
FAQ
Can my child retake the SwimSafer quiz if they fail?
Yes. Multiple attempts are allowed until your child reaches the 90% pass mark. Use each attempt to review the questions that were missed. Take a screenshot of the final pass result for your records.
When must the quiz be done?
For private assessments through CAMS, the quiz must be completed within 7 days after the practical assessment. It becomes available once you have registered for the practical. School-based assessments follow the school’s own instructions.
Do I need to pass the quiz if my child passed the pool test?
Yes. The quiz is a separate mandatory part of each stage. Your child needs a competent practical result and a theory score of at least 90% to complete the stage.
Where can I find sample questions?
You can try our SwimSafer mock quiz with sample questions and answers. It is a useful way to get your child used to the format before the real quiz.
